FY2010 PS Grant Award

On December 8, 2009, FEMA announced the availability of the FY2010 PSGP Guidance and Application Kit.  The FY 2010 target allocation for the port of Jacksonville is $3,137,877.  JMTX will continue its role as Fiduciary Agent (FA) and act as the principal point of contact with FEMA for application, management and administration of the FY 2010 PSGP grant award.      

Due to elimination of the matching requirement for the FY2010 Award, port-wide projects addressing the most critical security gaps and producing the largest risk reduction for the port of Jacksonville may now be undertaken. Funding these collaborative, port-wide projects will be the highest priority. Prior to FEMA submission, all projects must receive approval from the Executive Steering Board, Northeast Area Maritime Security Committee (AMSC) Jax/Fernandina and the Federal Maritime Security Coordinator.

All Investment Justifications, detailed budgets and EHP Screening Memos (if required) for the FY10 award are due to JMTX by March 15, 2010. 

FY08 and FY09 PS Grant Award

Port Security Grant Funding is still available for the FY08 and FY09 Award.

Effective immediately, the use of FEMA preparedness grant funds for maintenance contracts, warranties, repair or replacement costs, upgrades, and user fees are allowable under all active and future grant awards, unless otherwise noted. User fees are viewed as costs for specific services required to maintain and provide continued operation of equipment or systems. An example would be the recurring service fees associated with handheld radios or mobile data computers. See IB 336 for more information.

Port Security Grant Purpose

PSGP funds are primarily intended to create a sustainable, risk-based effort to protect critical port infrastructure from terrorism, particularly attacks using explosives and non-conventional threats that could cause major disruption to commerce. The PSGP provides grant funding to port areas for enhancing maritime domain awareness, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs), Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE), and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation.

Current Status of Grant Funding

JAN 2009 Status:  After receiving ESC/National Review Board approval in 2009 (Sep 2 and Oct 30, respectively) the FY07 Sup and FY08 projects were sent to concurrently undergo the FEMA Budget Review and the EHP Review.  Note: The EHP review can take up to one year, depending on the complexity and nature of the project. 

Cost-share waiver requests: Four of the six cost share waiver requests submitted in the FY08 Award have been rejected. 

Project applications for the FY09 and FY10 Awards received prior to January 13, 2010 have been reviewed and approved by the Northeast and Eastern Central Florida Area Maritime Security Committee (AMSC) and COTP.

JMTX plans to request a 1 year blanket extension from FEMA for all FY07 projects.

JAN-FEB: FA collects IJ’s, budget summaries and EHPSM's
MAR: FA submits FY09 projects to FEMA for final approval
APR: FA submits FY10 projects to FEMA for final approval
TBD: FEMA notifies FA of final approval/FA notifies applicant

FY09 Project Period: The 36 month project period runs from 06/01/2009 through 05/31/2012.
