Port Security Grant Purpose PSGP funds are primarily intended to create a sustainable, risk-based effort to protect critical port infrastructure from terrorism, particularly attacks using explosives and non-conventional threats that could cause major disruption to commerce. The PSGP provides grant funding to port areas for enhancing maritime domain awareness, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IEDs), Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE), and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation. FY09 PS Grant Award Port Security Grant Funding is still available for the FY09 Award. Please visit the PS Grant Library (link located in left column) for the correct forms and instructions on completing applications. This amount is constantly changing due to the occasional rejection of projects by FEMA and new project submissions. Current Status of Awards Updated June 21, 2010: Once projects are submitted to FEMA, they undergo a 3-phase approval process: The ESC/National Review Panel, then the Budget review and EHP review. The Budget and EHP reviews are conducted concurrently. Once projects are sent to the Budget and EHP departments for review, JMTX has no visibility as to where projects are in either process. EHP reviews 'can take up to one year'. Once JMTX is notified of final approval, we will notify project managers immediately.
FY07 Sup Award: These
projects were submitted to FEMA July 2009. They were approved by
FEMA's ESC September 2009 and approved by the Budget Department April
2010. Three projects have received EHP approval as well as a
notice from FEMA stating that applicants may begin their projects. FY08 Award: Original FY08 projects (received by the FA before July 2009) were submitted to FEMA August 2009. They were approved by FEMA's ESC/National Review Panel October 2009 and are currently undergoing FEMA's Budget and EHP reviews. Additional FY08 projects: On March 23, 2010, JMTX submitted 9 additional FY08 projects ($1.4M) to FEMA, in order obligate funds that became available as a result of rejected projects. These projects are expected to go through the ESC/National Review Panel review soon.
FY09 Award: On March 23, 2010, JMTX
submitted 7 FY09 projects ($5.4M) to FEMA. The ESC/National Review Panel
met May 4. They rejected one project and approved the others -
pending further information on two projects.
FY10 Award: All FY10 projects were submitted to FEMA 20 April, 2010. FEMA will attempt to issue final approval/clearance for all FY10 applicants to begin working on their projects by the end of September 2010. Applicants with projects that did not make it into the FY10 Award have the option of submitting their project(s) in the FY09 Award, along with a cash match. FA Schedule of Events
